I have no idea if this works for the entire Europe, but it does work for the nordic countries.

Go to this site (for PC go here), choose “Sam Fisher” and enter your email. Within seconds you should have a code for the Deniable Ops map 3rd Echelon, which can be unlocked via the ingame menu.
